IDF and Shin Bet Highlight Challenges and Strategic Shifts in Combatting Terrorism

On January 22, 2025, during a situational assessment in Jenin, Israel’s Shin Bet (Israel Security Agency) chief Ronen Bar emphasized that terrorism cannot be defeated solely through defensive measures. He stated that the current conflict is part of a broader, multi-front campaign, but that “Samaria’s time” has arrived in the fight against terror. Bar underscored the importance of completing the mission, highlighting that such actions bring significant benefits.

IDF Chief of Staff Lt.-Gen. Herzi Halevi, who participated in the assessment, also acknowledged the need for ongoing military operations in Jenin’s Palestinian refugee camp. He explained that the operations are designed to eliminate opportunities for terrorists to harm Israeli forces, preparing the ground for the next stages of action.

The military’s recent operations have already had an impact, with 13 terrorists neutralized during the assessment. Two of the eliminated terrorists were responsible for a deadly attack earlier in January near the Palestinian town of al-Funduq, which claimed the lives of three Israeli civilians.

The ongoing conflict is part of the IDF’s broader effort to dismantle Hamas and other terror groups in the West Bank and Gaza Strip, especially following the recent escalation. Despite significant setbacks for Hamas, including the destruction of key infrastructure, the group has managed to maintain some of its capabilities and is reportedly preparing for future combat.

In addition to their focus on the West Bank, Israeli forces are also reinforcing their southern defenses near Gaza. Major-General Yaron Finkleman has led efforts to bolster readiness across various domains, including intelligence gathering and tank maintenance. The IDF is also preparing for the possibility that ceasefire talks with Hamas could collapse, necessitating a resumption of combat operations.
