A plan to lay siege to northern Gaza is being considered by the IDF high command and Prime Minister Benjamin Netanyahu. In remarks to members of the Knesset Foreign Affairs and Defense Committee on Monday, Netanyahu gave details of the plan, adding that the latest intelligence assessment is that only about half of the remaining 97 hostages kidnapped into Gaza on October 7th are still alive. Up till now, the IDF has confirmed that 33 of these hostages are definitely deceased, but Netanyahu's remarks indicate that the latest estimate is higher.
With that in mind, a siege on the northern part of the Strip, along with removing the possibility that Hezbollah will rescue Hamas and in order to put pressure on Hamas to release the remaining hostages, is being considered.
Retired Maj. Gen. Giora Eiland presented the plan to the committee last week, saying “We have to tell the residents of north Gaza that they have one week to evacuate the territory, which then becomes a military zone, [a zone] in which every figure is a target and, most importantly, no supplies enter this territory. What matters to [Hamas leader Yahya] Sinwar is land and dignity, and with this maneuver, you take away both land and dignity."
In separate comments to the Times of Israel news portal, he added “You can’t win a war while this is the situation in Gaza. The slogan that ‘only military pressure will bring victory’ has no basis whatsoever. The wars of the 21st century are based on something else. The most important parameter is the population, and those who can control the population win the war.”
In an apparent nod to this assumption, Netanyahu said during his remarks that there is a need to increase Israeli control over the distribution of humanitarian aid in the Strip, while admitting that an effort to convince local tribes to cooperate with Israel in replacing the Hamas administration have not been successful. Therefore, a military administration is being set up, with the hope that it will only be temporary.
