ZAKA Signs Historic Agreement with U.S. Law Enforcement to Enhance Terrorism Response

In a landmark development, ZAKA, the renowned Israeli volunteer emergency response organization, has signed a memorandum of understanding with the National Sheriffs' Association (NSA) to provide specialized training to U.S. law enforcement agencies in managing terrorism incidents and mass casualty events. This agreement, signed in Washington, marks the first time that U.S. security forces will receive direct training from ZAKA, known globally for its expertise in responding to terror attacks and large-scale emergencies.
The focus of the training will be on the forensic preservation of crime scenes, ensuring bodies are handled with dignity while maintaining evidence integrity. A key component of the program will also involve addressing the cultural and religious sensitivities associated with Jewish burial practices. The training will ensure U.S. authorities understand the need for the swift release of Jewish bodies in accordance with religious laws, which mandate burial within 24 hours of death—an urgent matter in cases involving Jewish families affected by terrorism.
ZAKA has extensive experience responding to terror attacks, including the October 7 Hamas massacre in Israel, as well as disaster response operations globally, including in Turkey, Florida, Nepal, Ukraine, and Morocco. Their involvement in the new training program is expected to equip over 3,100 sheriffs across the U.S. with critical skills for handling extreme emergencies with greater efficiency and cultural awareness.
In addition to technical training, the partnership will focus on mental health support for first responders. ZAKA’s established resilience center, which incorporates virtual reality therapy and Jewish spiritual elements, will help U.S. officers cope with the psychological trauma of responding to high-stress emergencies. This aspect of the training is particularly important as many officers in the U.S. are reluctant to seek mental health support due to concerns about career repercussions. The new partnership aims to break down these barriers, ensuring that officers can receive help without fearing negative consequences.
This agreement underscores the deepening ties between the U.S. and Israel, with the Biden administration recognizing Israel’s expertise in counterterrorism and emergency response. Prime Minister Benjamin Netanyahu’s upcoming meeting with President Donald Trump further highlights the importance of this collaboration. The partnership is a testament to Israel's standing as a leader in counterterrorism efforts and the desire for enhanced preparedness in the face of both domestic and international threats.
